Freelancers, Agencies, or Dedicated Staff: Comparing Offshore Staffing Models

Once a firm decides to bring on offshore support, the next question is which model to use, and the three most common options come with very different trade-offs.
Freelance marketplaces
- Pros: fast to start, flexible hours, low up-front commitment.
- Cons: availability is not guaranteed week to week, there is little institutional knowledge retained between projects, and the informal nature of these arrangements can carry real compliance risk if the working relationship looks like employment.
Staffing agencies
- Pros: candidates are pre-vetted, and the agency handles recruiting.
- Cons: agency markups can be significant, staff are typically shared across multiple client accounts rather than dedicated to one, and turnover tends to be higher.
Dedicated, full-time hires
- Pros: the person works exclusively for your firm, learns your specific systems and SOPs, and builds institutional knowledge that compounds over time.
- Cons: it requires more upfront investment in onboarding and clear documentation of your processes, since the value depends on that knowledge transfer actually happening.
Not sure which model fits your firm?

The right model usually comes down to durability of need. A one-off project with a hard deadline might genuinely suit a freelancer. Anything that resembles an ongoing role, such as return preparation, loan file processing, bookkeeping, or marketing support, tends to perform better as a dedicated hire, because the value compounds the longer that person stays embedded in how your firm actually works.
The takeaway
Cost per hour is the easiest thing to compare across these models, and often the least useful one. Consistency, retained knowledge, and reduced compliance risk tend to matter more once you are relying on offshore support for real, ongoing capacity, not just a short-term project.
